Why Milotic is in N's castle in smash bros 3DS

so apparently 3DS version of smash bros has milotic as a stage hazard in the new stage N's Castle. Which has Milotic, Reshiram and Zekrom as stage hazards. So my question is: Why Milotic and not Kyurem? Well its because all the other major legendary unvoan legends are taken up by the pokeball items, or master ball since its the legendary pokeball for 4. yep even genesect. leaving only the musketdeers and the weather djinn trio which apparently aren't as important. So still why milotic when not even in black and white or the sequels have had N or any member of team plasma own a milotic! so there is only one reason why its a stage hazard
