Lunea's being studied by some.... Dracotheri Inferioris scientists. These guys aren't known for being smart, well they're smarter than their larger cousins but brainwise its not by much. but yea how do you study a half naked elf girl? With a golden poking stick? Well fortunately for her, that thing isn't an anal probe (cause really like the movie Paul said, how much can you learn from an ass?)
But yea these guys aren't really the brightest considering their equipment, sure the airtight hand restraints means she cannot use her powers, but other than that, not so much in the tech department.
